WHEN TDS HAS TO DEDUCT? AT TIME OF MAKING OF PAYMENT OR BILL?.IS IT FOR EVERYTIME? HOW CAN V IDENTIFY WHETHER TDS IS TO BE DEDUCTED OR NOT FOR PARTICULAR PERSON OR NATURE OF PAYMENT?
