i payable Rs.97000/- in Individual Professional Fees can I deduct TDS

If you are under 44AB TAx audit then you have to deduct TDS on Rs. 97,000 for Rs. 9,700.00 as you have mention in your query, If you are not registered under then not require. But please be specific on query next time whether deductor is company or individual
