27 September 2009 As new TDS rates are effective 1st october 2009, if bills against which payment is to be made is dated prior to oct 09 and we account and make payment in oct 09, should we dedcut TDS at old rates or new rates.

Based on his reply if you have credited any amount before 1.10.09 and paying after 1.10.09 old rates and otherwise new rate.
