24 October 2013 is payment made by an educational society for advertising in a newspaper in Khatmandu(nepal) liable to TDS. if yes under what section and what percentage to be deducted.

24 October 2013 No part of the contract is performed in India as the advertisment is carried out in Nepal, the income of NR is not accrued in India.

So TDS will not be deducted on such payment provided the contract is entered into in Nepal.
