A Co. (X ltd.) purchases software licence from z ltd. z ltd. charges service tax as well as vat in his bill. is x ltd is liable to deduct TDS on the bill. and if yes under which section. plz suggest with explanation.

If the seller has also purchased the software from some one else then TDS is not required otherwise TDS is required to be deducted as per recent CBDT circular.
