TCS on non salable ED paid scrap

we one among the manufacturer of power using goal. The waste coal called fly ash is not in condition to sale. so we dump in our factoy inside. But we paid excise duty 1% and other related taxes. my qurry is whether the non salable ie dumped fly ash is attractive for TCS under section 206c

if u don't have the collection about scrap then provision of sec 206c is not attractive
