Is tax rates slab applicable to Non resident ?

In case the income is chargeable at special rates prescribed under the Act, Tax on such income is calculated at special rates, and if the rate is not covered as such, slab rates will be applicable to the non resident assessee.

If I am paying salary to non resident at what rate TDS should be made ?
