Tax on unregistered purchase

My assessee is a registered dealer dealing with raw leather and accessories. My assessee purchase raw leather from unregistered purchase of Rs.1,50,250/-. Can the assessee tax on unregistered purchase.
Please advise.

While purchasing the goods from unregister dealer, the purchasing dealer need to pay duty directly to Govt
