If a CS is appointed on 3rd December, 2012...Than, can he sign the balance sheet for the previous year i.e. 2011-12 if it is being adopted by Board on 7/1/2013??
Yes, he can sign. The section 215(1) says that balance sheet shall signed on behalf of company as on date of approval. If CS is in company as on that date then he will sign such BS on behalf of the Board. It does not matter that it is for previous year or during his/her tenure.

If the CS is there in the Board Meeting wherein the Balance Sheet was approved, he may sign on the Balance Sheet irrespective of the fact whether he was there in the Company during the year or not.
