Whether the power of CLB is transfered to RD for shifting of registered office from a state to another? If yes then do we required to hire lawyers for the same? If it is so then does it make compliance's less as compare it to CLB? or whether a Company Secretary alone is enough for this procedure?

Yes, the power has been transferred from CLB to RD for shifting of registered office from one state to another w.e.f. 12.08.2012. See my file uploaded on this site "recent amendments in company law".
A practicing company secretary or secretary of the company is enough for this procedure. Even before CLB, CS is eligible to appear.
