"A" is an 100% EOU, can "A" get refund of Input Serice i.e Construction Service, ("A" has expanded their factory), under Rule 5 of CCR 2004, as a refund of unutilised credit in tune of Notification No. 05/2006-CE(N.T.) DT. 14/03/2006.

Yes but you have to follow the refund rules and you have to apply for it in time.
