During the asst.Yr 2010-11 i have crossed the service tax limit of 10 lacs.But in the current half its only 2 lacs do i have to pay service tax on it

yes. you have to pay if you collected it. Rules is if you cross service tax limit any of the previous year, you have a tax liability on following year.
