Is it necessary to make payment to the service provider before availing the credit of service tax of any input service?

Kindly provide reference to any notifications/ circular etc. in support of your answer.

25 July 2008 Rule 4(7) of Cenvat Credit Rules, 2004 stipulates that the tax credit in respect of input services shall be allowed on or after the day on which the payment is made to the input service provider.
