11 July 2024 Based on your query, it appears you are seeking to apply for the Service Exports from India Scheme (SEIS) for export services rendered during the years 2018-19 and 2019-20, even though you obtained the Import Export Certificate in April 2020. Here are the key points to consider:

### SEIS Eligibility Criteria:

1. **Time of Export of Services**:
- SEIS benefits are typically available for export of services carried out during specific financial years as notified by the Directorate General of Foreign Trade (DGFT).
- The SEIS benefits are generally not available retrospectively for periods earlier than the scheme notification.

2. **Date of Import Export Certificate**:
- While the Import Export Certificate is required for SEIS applications, its issuance date does not determine the eligibility period for SEIS benefits.
- Eligibility for SEIS benefits depends on the actual export of services during the specified financial years.

3. **Applicable Financial Years**:
- SEIS benefits are announced periodically through notifications by DGFT.
- You need to refer to the specific SEIS notification for the relevant financial years (2018-19 and 2019-20) to check eligibility criteria and timelines for submission of applications.

### Reference and Notifications:

1. **SEIS Scheme Notifications**:
- SEIS notifications are issued by DGFT under the Foreign Trade Policy (FTP) of India.
- You can refer to the SEIS notifications for the financial years 2018-19 and 2019-20 to understand the eligibility criteria, application process, and timelines.
- These notifications specify the eligible categories of services, the rate of rewards, and the procedures for claiming SEIS benefits.

2. **Documentation and Application**:
- Ensure you have documentation supporting the export of services during the relevant financial years (invoices, bank realizations, etc.).
- The application process typically involves submission through the DGFT's online portal along with required documents and declarations.

### Action Steps:

1. **Check SEIS Notifications**: Review the SEIS notifications for the financial years 2018-19 and 2019-20 to confirm eligibility criteria and submission deadlines.

2. **Prepare Documentation**: Gather all necessary documents related to the export of services during the specified periods.

3. **Submit Application**: Submit your SEIS application through the DGFT portal as per the guidelines provided in the notifications.

### Conclusion:

While the Import Export Certificate is important for SEIS applications, the critical factor for eligibility is the export of services during the specified financial years as per SEIS notifications. Refer to the specific SEIS notifications for 2018-19 and 2019-20 to ensure compliance with eligibility criteria and submission requirements. If you have specific questions or need further clarification, it's advisable to consult with a qualified trade advisor or contact DGFT directly for guidance tailored to your situation.
