18 May 2011 Are sample distributed at free of cost is given to customers can excise duty is liable to pay?

And inputs on such sample can be taken for credit?

Excise Duty is applicable on free samples distributed among customers.

Cenvat Credit is allowable on input/s of such samples whether it is received free or otherwise, provided supplier have issued proper Invoice under rule 11.
