what is the logic behind reverse charge under service tax

Few people don’t pay service tax and tracking them by govt and managing the data for govt. is difficult as they are small dealers, to curb that problem govt. decided to cover big service receiver instead of small service provider. so on few services service recipient has to pay service tax called REVERSE CHARGE.
