occupation: merchant navy Residential status : non-resident for P.Y income: more than 1.8 lakh p.a As i know my income is not taxable please tell me about the obligation to file the return

if you are in Merchant Navy, are you sure you have NRI status. As per NRI definition temporary layover at foreign location are treated as Exceptions.
If you are Resident then one has to file return if taxable income is more than max exemption limit.
