sir/mam,
i am joining my articleship before 30 april 2013 so that my final attempt will be in nov. 2015 and i had not submitted my articleship registration fee i.e rs 2000/- , can i submit it after joining articleship and i also have to register for final before 30 april 2013 for nov. 2015 exam or i can register afterward also and last date to register in final for appearing in nov. 2015 exam ???

As per Regulation 50 of the CA Regulations, 1988, a student will be eligible to appear in Final Exam, after completing of 30 months (2 Years and 6 months) of article ship.
As per this you will be eligible for Nov 2015 attempt. You should register yourself before the end of 30 months to appear in Final.
It is not necessary to register in Final at the time of article ship registration.

sir i have to pay it with my articleship registration or i can also pay it while registring for final

Articleship registration fee of Rs. 2000/0 will be paid before the joining of article ship.

You have to pay your articleship registration fee along with submission of form 103 for registration of articleship.
And one more thing if you completed your both groups of IPCC and then registering for articleship then ICAI will not completing the registration of articleship and it keeping it as pending for requirement of documents till getting of registration to final even though there is no due date of final.
So if you completed both groups of IPCC then you have to register for final along with your articleship registration otherwise you will receive the notice from ICAI for the requirement of registration to CA Fianl. Why i said this, because of one of my friend case he completed both groups of IPCC and then registering for articleship and he send only form 103 with out registration to CA final on the grounds of there is not restruction to getting registration to final as well as there is no due date but almost after 4 months we didn't receive any intimation from ICAI then we posted the querty at e-sahayaataa then they replied you have to register for Final also so required to submit final registration form along with prescribed fee to complete your articleship registration and after that he also received letter for the same.
So i suggesting you if you completed both groups of IPCC then CA final registration also required to make along with articleship registration.
