how can i deduct the tds on wininig from lottery income, if the winner does not has a pan no.

IF MINOR WINS A TV GAME SHOW AND WINING AMOUNT ARE REFUNDED TO HIM AFTER DEDUCTING TDS,SO HOW CAN THAT MINOR CLAIM THE AMOUNT OF TDS,HOWEVER HE DID NOT HAS A PAN NO
