Regarding reasons for amendments in finance budget 2010

I have not received the reasons in www.india budget. nic.in.Please tell me the correct way.Its very urgent.

08 July 2010 There are no separate files of reasons for amendment in act.

What FM does is that they only explains in their speech or explanations for amendments are also covered in memorandum..

and memorandum can be downlaoded from www.indiabudget.nic.in as memorandum 1, 2, 3...
