Can we claim refund of RCM paid on Inward supplies on accrual basis but due to some reasons no Inward supplies has actually been received?

Technically you can but it is very difficult to prove that such services are not availed. Better pay GST and claim ITC and use ITC. Department will not question the ITC since you have already paid the tax. Technically this is not correct but practically viable. Choose accordingly.
