Rcm on inter state professional fees payment to unregistered

My Company has to make a professional fees payment to an individual unregistered person inter state.
my query is whether we are liable for RCM in that case. please reply.

24 May 2018 RCM on inward supplies from Unregistered persons has been suspended till 30-06-2018. Hence need not pay.
