Please about me,Whether RCM applicable on 1.Rent Charge of business premises paid by a person having GSTIN Number to unregistered individual person. 2.office expenses like refreshment

In first case RCM is applicable. In case of Refreshment if your meaning is that Company is providing Tea, Coffee, Snacks to employees for refreshment then this is not a supply and no RCM is applicable.
