Mr.Jain has already mentioned that the meeting, in question, was an adjourned meeting.
In an adjourned meeting if within half an hours required quram is not present then the members present shall be treated as quoram( unless the articles of the company otherwise provides). Please see Sec.174(5). Thanks,

If the adjourn meeting is further adjourned due to the want of quorum then who has the authority to fix the date and time of the further adjourn meeting. Whether it will be adjourned for the seven days.
