If you are purchasing goods for re-sale, no purchase tax will be levied. However ITC will not be available, being unregistered dealers willnot issue u tax invoices.
If you are purchasing goods for other purposes (consumption in your business), you may be liable for paying purchase tax, if the selling delaer is not paying so on such sales.
