agree with Mr. shahzad as far as form 15G,15H,15I are concerned.
But these forms are applicable to individual. for other persons an application may be made to the concerned ITO in form no. 13 for no tds or deduction at a lower rate.
You can file an application in form no.13 alongwith require documents and calculation and if concern officer satisfies, he will issue a certificate for lower/non rate of deduction.
