I wish to know whether The PERT & CPM Technique can be used for a construction contract involving large infrastructure development. Also is there any standard format for variance analysis as regards to construction contract?

Definitely PERT and CPM will help in completing the project effectively be it cost or time. There is no Standard Format for variance analysis.
