you can call or visit to nearest Tin-nsdl office to know about actual ward
you can also visit IT office if you want to know about your ward
there are different wards for different areas limit and different name also to decide by online or self is more confusing so better to used both advise to get the solution

search nsdl office to your nearest and meet the person who is taking PAN, he will help you for that otherwise go to the dept.
