Is the 4.12% compounding scheme available under service tax to a builder is selling an under construction apartment to a buyer. Since the new amendment in service tax laws requires builders to charge service tax.

Dear Sir,
The service tax is payable if the flats are sold before completion certificate is issued from the competent authority.Since these builders get themselves registered under works tax under VAT Law so the tax payable as builders.
