Can service provider, registered under service tax, take input from excise and utilize against service tax liability?
please explain with relevant rule.

Kindly refer clause (i) Rule 3 (1) of Cenvat Credit Rules, 2004. Where it is specified what kind of duties are available as Cenvat Credit.
