Mr. X has not deducted TDS on Contractual payment during F.Y. 2009-10. Now in Sept.-2010 if he deduct tax in old dates and pay it now in Sept.-2010 then can he claim deduction of this expenses in income-tax return for A.Y. 2010-11.

But remember, these TDS should be deposited alongwith interest for late payment & to avoid any hassles, the correction statement for all these quarterly TDS return should also be filed.
