Negative list gives only the services which is exempted from tax. not based on contractors. please check the negative list whether your services are covered under that. if not covered you are taxable even when you are doing govt contract works

respected sir and mam ,the services provided by my dad is providing services of construction,repairing ,installation and other related services to the flood department
