{articles of iron & steel tariff heading no. 73269099} if the mvat rate is two types ( 4% and 12.5% ) we can use one tariff heading for both

02 December 2009 since iron & steel falls under section 14 of CST, how can rate exceed than 4%?
as far as tarrif head are concern, it depends on actual item.
