Please tell me if we appoint whole time director as a chairman of board of directors then whether he will be eligible to signed minutes of Audit Committee, Shareholder greivence committee & share transfer committee.

If such WTD is chairman of Audit Committee then he will be eligible to sign minutes of the Audit Committee otherwise not. Same is applicable to other committee.
