If all the directors of a Pvt Ltd Co. are the shareholders of that Co., can a Board Meeting be treated as a General Meeting? If yes, under what circumstances?

The Board meeting cannot be treated as a General Meeting under any circumstances. However at the Board Meeting, date, notice and agenda for EGM can be approved and notice and agenda can be served personally to directors members and subject to obtaining consent all members personally present for Short Notice, the general meeting can be held on the same day.
