Basically the excise duty is levied on manufcaturing activity. When the finish goods were emerged that was a result of manufacturing. Now converting into scrap is not manufacturing. So there is no procedure because scrap is also marketable and liable to fetch a value. What so ever value it carrys, that is liable to duty.
