There is no excel ITR4 form available. You will have to use java version form available on the income tax site.

24 July 2014 Do not use ITR from anywhere else other than the www.incometaxindiaefiling.com

ITR4 Excel utility has not yet been released. Use Java utility to file your return. Its very similar to excel utility and easy to use. Just ensure you have appropriate version of java installed in your PC.
