IN CASE, TDS ARE DULY DEDUCTED & DEPOSITED,WHETHER TDS CERTIFICATES CAN BE ISSUED WITH TDS RETURNS ACKNOWLEDGEMENT NUMBER AS "YET TO BE FURNISHED" FOR ALL FOUR QTRS & THEREAFTER TDS RETURNS CAN BE FILED. ( AS MOSTLY FOR 4TH QTRS,TDS CERTIFICATES ARE ISUED ALTHOUGH TDS RETURN FOR THE SAID QTR HAS NOT BEEN FILED)

No you can not issue tds certificate mentioning "Returns are yet to furnished" in all 4 Qtrs.
you have this comment mentioned in 4th Qtr but other.
If any deductee is asking for form 16 then issue him tentative tds calculations sheet (not in form 16 format) & file the returns & then issue the actual form 16.
