The person conducting the contest is required to deduct tax at source on the prize money (covers prize money both in cash and kind) provided to your sister as the amount exceeds Rs.10,000/- (Sec.194B of income tax act). Hence, they are supposed to quote her PAN for making Tax deduction at source. If she is a minor, she can provide the PAN of guardian.

In India, a PAN card is crucial for claiming prizes, especially when the prize value exceeds a certain threshold. Here’s how it affects the process:
### **PAN Card Requirement**
1. **Prize and PAN Card:** - **For Tax Purposes:** Under Section 194B of the Income Tax Act, TDS is required to be deducted on any prize or lottery winnings exceeding Rs. 10,000. If the prize amount is Rs. 60,000, TDS at the rate of 30% (plus applicable surcharge and cess) would apply. - **PAN Requirement:** The tax authorities require a PAN card to process the claim and deduct the tax. This is because the PAN is used to track tax deductions and ensure compliance with tax laws.
2. **If PAN Card is Not Available:** - **Claiming the Prize:** If your sister does not have a PAN card, she may face difficulties in claiming the prize, as the organizer will need a PAN for TDS deduction and reporting purposes. - **Alternative:** As an alternative, she should apply for a PAN card as soon as possible. In the meantime, she should inform the contest organizers about her situation and provide a declaration or request to withhold the prize until she receives her PAN card.
3. **Legal Age Considerations:** - **Age Limit:** At 19 years old, your sister is legally of age to hold a PAN card and to claim a prize. There should be no legal issue related to her age in claiming the prize as long as she meets other criteria set by the contest organizers.
### **Steps to Take**
1. **Apply for PAN Card:** - **Online Application:** She can apply for a PAN card online through the [NSDL](https://www.tin-nsdl.com/) or [UTIITSL](https://www.utiitsl.com/UTIITSL_SITE/) websites. The application process is straightforward, and she should receive her PAN card within a few weeks.
2. **Contact Prize Organizers:** - **Inform and Request:** Notify the contest organizers about the situation. Request guidance on how to proceed without a PAN card and ask if they can hold or reserve the prize until the PAN is obtained.
3. **Tax Payment and TDS:** - **Advance Payment:** If the organizer requires advance tax payment, your sister may need to pay the TDS amount upfront, and the organizer will provide her with a TDS certificate once the PAN is provided.
4. **Documentation:** - **Proof of Identity and Address:** Ensure that all other required documentation, such as valid address proof and identification, is in order.
### **Summary**
While having a PAN card is essential for claiming a prize and for tax purposes, the immediate solution is to apply for one and communicate with the contest organizers about the situation. In most cases, they will provide guidance on how to proceed without a PAN card and may allow her to claim the prize once the PAN is obtained.
