what will be the tax treatement in case if purchase from unregistered dealer in CST & VAT

Concessional rate of CST cannot be availed if you purchase materials from unregistered dealer in other state.
For local, you have to pay purchase tax and the same can be availed as ITC in some states. You have not mentioned the state of query.
