Hi...... I want to know that is there any possibility to make inter-state purchase from unregistered dealer like it is possible in case of intra-state purchase.
I would really appreciate, if I get the reply at the earliest.

We wish to have your opinion/advice on the following subject:
Brief of the case
Certain Material need to be used as raw material for manufacturing. We have identified an economical Supplier which is situated in Gujarat. Supplier is a R&D laboratory. As a special case, it is generating and supplying the products requested.
Issues Involved
• Lab is not registered under VAT or CST Act but they have Service Tax Registration number. • As per practice, It is charging service tax on supply of goods. • Movement of goods will start in Gujarat and conclude in WB. We have to issue road permit/way bill for the same.
We would like to invite your opinion on procedure of inter-state purchase from unregistered dealer.
Opinion solicited:
1) As we are aware that intra-state purchase can be made from unregistered dealer by paying purchase tax complying relevant provision of the respective State VAT Act. But is there any similar provision in CST Act? 2) If yes, what is the procedure to make inter-state purchase from unregistered dealer.
