If a Non Resident Indian Who has provided services outside India receives the remuneration from Such foreign Nation for such services provided IN INDIA, whether such income is taxable in India????

Yes as per sec. 5 of Income Tax Act the same shall become taxable in India on receipt basis. Kindly see the relevant DTAA and kindly see article on salary (usually 15 or 16)and I am sure you will get the relief in the DTAA.
