if yes, according to what provisions, if his/her income is only from salary?

Yes, he is liable to file return of income under sec.9 of the IT Act.

Yes, TDS is deductible from salary at normal rate. First you check out his residential status. His tax liability is depends on his residential status i.e. if he is NRI then Normal Rate applicable even if assessee is women assessee. Secondly you have to check who is responsible for deducting his tax liability & also check out for DTAA applicability for TDS deduction if tax is deducted in that country.
