How to get refund for the a.y.2009-10

Please suggest,

One of my Friend, His TDS deducted under section 194D of Rs.13,000/- during the financial year 2008-09, but Income Tax Return not filled for the same, Please suggest me any provision/option in Act, to get the refund.

25 December 2012 No TDS can be claimed now. The only option available to get refund is filing of return and time limit for that is already expired.
