Help needed for pan card application

09 March 2016 Applied for a pan card through utiisl and the status was application is witheld due to incomplete documents. Accordingly contact the office on ph and they said just mail the date of birth proof and so it was mailed by me.
But till date i.e. after mail 10 days even status is not changed from application witheld. When i will received pan card.
Neither ph no is properly working there remains all time busy.
