2)can she gift the same plot to her brother?
3) is it taxable in the hands of brother?
4)is there any capital gain is involved in this.

11 May 2015 answer to query 1 to 2 - yes you can transfer

to 3 -4 no income-tax implications

however, stamp duty has to be paid on both transfers
