Fraud in income tax

01 January 2014 one of the company deducted the tds amount but not give the tds certificate and the co. returns the whole year's tds amount. Is it correct under the income tax law ? if it is not so where i should go for the complain.and how to file the complain

Is TDS has not be deducted the yoy are not party to default under income tax.

Relax and feel fortunate that it didn't turned out to be bad debts.
