Respected sir Please tell me whether form23 is mandatory for filing form18 in case registered office is change outside the local limit of city, town, village? please provide detail its urgent

Yes it is mandatory to register special resolution u/s 192.
If you have changed your registered office from one city to another city within the same state, then you have to pass special resolution and file form 23 along with form 18 within a period of 30 days of passing special resolution.
