I have to file salary return but form 16 was not issued as income was below taxable limit Can salary return be filed without form 16 being issued? If not, thn how to file the return? I have the salary slips.

you can file your return with your salary records available with you i.e. you pay slips now there is no requirement of attachment with ITRs
so don't worry, file your return with data not attachment.
which amount needs to put in ITR and then write down amount in VIA eligible investment which gives u net taxable if its below limit then no need to worry about paying tax.

No, no, these details i have. But when i tried to file my return online, it wouldnt let me generate untill i gave form 16 details like employers tan etc. How to fill these when form 16 has not been issued?

Hey turned out there was some problem in the excel utility itself. I downloaded a new one from the site and followed your steps and the return was validated and generated. Thank you so much Mr. Murtuza
