We are set up a Paper Carry bag unit. We are imported the Machinery from China under Zero Duty EPCG Scheme and Machinery under Advance Licence scheme. And we had some export obligations relating to this. Now we are going to export some products. The Central Excise said that we need to apply for FSP. What is FSP and what are the procedure. Is there any other legal points to note for Claim Export Obligation under EPCG scheme and Advance Licence scheme

Gentleman, Kindly note the following.
1. Permission for factory stuffing of Export goods will be granted by Jurisdictional Central Excise Authority. 2. Advance Authorization is subject to actual user condition even after fulfillment of export obligation. 3. Resultant products ( export product) specified in the Authorization must be exported during initial or extended period of export obligation. 4. EPCG Authorization holder shall produce certificate from independent chartered engineer or jurisdictional central excise authority about installation of imported capital goods within 6 months from the date of import to Jurisdictional regional authority of DGFT as per provisions of paragraph 5.04 of Hand Book of Procedures of FTP 2015-20. 5. Export obligation including average export obligation if any, imposed under EPCG must be discharged strictly. 6. Conditions specified for discharge of export obligation laid down in para 5.10 of current Hand Book of Procedures must be followed. 7. Incentive for early fulfillment of export obligation as specified in paragraph 5.09 of current FTP may be noted. 8. Export obligation under EPCG must be fulfilled block wise as indicated at para 5.14 of Hand Book of Procedures of FTP 2015-20.
